Experts see Arbuzov's appointment as first vice premier as his preparation for premiership

Political analyst Vadym Karasiov has said he believes that the appointment of Serhiy Arbuzov as first deputy prime minister in the new Cabinet of Ministers of Ukraine is his preparation for premiership.

"The appointment of Serhiy Arbuzov as first deputy prime minister suggests that this Cabinet of Ministers is a transition government. It's the Cabinet of Ministers with the prospect of Arbuzov's premiership," he told Interfax-Ukraine on Monday.

Karasiov said that the goal of Arbuzov's vice premiership was "to master the tools of economic development and administration as a young, but ambitious banker."

"This is the Cabinet of Ministers of Arbuzov-Azarov, not Azarov-Arbuzov, because Azarov's task is to use paternalism to teach Arbuzov the course of premiership and the uneasy management of the Cabinet of Ministers," the analyst said.

Head of the Penta Center for Applied Political Studies Volodymyr Fesenko said that the new government was a government of technocrats strengthening the influence of "the president's family."

"Arbuzov's appointment [as first vice premier] is the key appointment, which is determining for the further fate of the Cabinet of Ministers. In fact, we already know with a high probability the name of the future prime minister. Arbuzov was appointed first deputy prime minister on probation, and it's only a matter of time when the scheduled replacement of prime minister occurs," Fesenko told Interfax-Ukraine on Monday.

"The strengthening of the 'family' and the influence of this group are also one of the main trends. It is reflected not only in Arbuzov's appointment, but also in other appointments – Oleksandr Klymenko joined the government and became the head of a new powerful financial ministry. In fact, the 'family' secured control of the country's financial policy," the expert said.

"It's very important to say that in terms of the government's composition, we see that this is a government of technocrats, and most figures are technocrats," Fesenko said.

As reported, on December 24, Ukrainian President Viktor Yanukovych appointed Arbuzov as Ukraine's first deputy prime minister.

According to Article 85 of the Constitution of Ukraine, the head of the National Bank of Ukraine is dismissed by parliament under a motion from the president. Arbuzov has served as NBU governor since December 23, 2010. The document on his dismissal from this post has not yet been published.
