CIS-EMO note minor violations in commissions' work, which won't affect election returns

CIS-EMO observers have reported no electoral fraud in the election commissions' work on the day of the elections to the Verkhovna Rada, while some registered irregularities were not systematic.

"Altogether, some 400 violations were registered, which will have no serious impact on the election results," a member of the CIS-EMO mission, Dmitry Yefimov, said at a press conference at Interfax-Ukraine on Monday.

"Some 71% of irregularities were related to the activities of election commissions. A very large number of commissions were unprepared for the elections. Some 19% of violations were made with regard to candidates running in single-seat constituencies," he said.

Yefimov noted that observers recorded serious problems with voter lists, which often included voters who had died, or didn't include voters who had recently received the right to vote.

He noted that members of election commissions had poor legal training and therefore made mistakes and violations in their work.

However, there were no electoral fraud on a large scale, Yefimov said.

"As for the use of administrative resources in order to change the election returns, there were virtually no such instances," the observer said.

He also said that the mission registered five cases of bribery of voters, which also did not have a systematic nature.

On the whole, the CIS-EMO mission registered 22 violations by parties. The Regions Party was responsible for nine abuses, the Batkivschyna all-Ukrainian Union four, the UDAR party six, the Svoboda All-Ukrainian Union three and the Communist Party of Ukraine none, the observer said.
