Zelenskyy puts into effect NSDC decision to ban transfer of doctors to combat positions

President of Ukraine Volodymyr Zelenskyy has put into effect a decision of the National Security and Defense Council (NSDC), which, in particular, provides for a ban on the appointment of military doctors without their desire to positions unrelated to medical practice, and undertakes to work out a mechanism for booking civilian doctors.

Corresponding decree No. 817/2024 on the enactment of the NSDC decision on countering threats to national security of Ukraine in the field of healthcare in a special period dated December 5, 2024 was published on the website of the head of state.

The Cabinet of Ministers of Ukraine has been instructed to develop, within a month, a legal regulation prohibiting "the appointment of persons with medical education to military service positions not directly related to medical practice (service), except in cases when this appointment occurs at the individual's own request."

At the same time, the Cabinet of Ministers should review the booking conditions for "military-bound medical workers, rehabilitation specialists and other healthcare workers in relation to the lifting of restrictions on the number (as a percentage) of military-bound employees of public and municipal health institutions, public health institutions, institutions engaged in forensic medical and forensic psychiatric examinations, blood centers for which work in the relevant institutions is the main place of work, regardless of the military accounting specialty."

The Cabinet of Ministers should also establish obligations for the regional, Kyiv and Sevastopol city state administrations to coordinate with the relevant central executive authorities the criteria by which enterprises, institutions and organizations are identified that "are critically important for the functioning of the economy and ensuring the livelihoods of the population during a special period, as well as critically important for meeting the needs of the Armed Forces of Ukraine, other military formations in a special period."
