Marchuk calls for creation of coordinating body to counter Russia's hybrid aggression

Ukraine's representative in the working subgroup on security in the Trilateral Contact Group, Yevhen Marchuk, has called for the creation of a body in Ukraine that would coordinate the actions of ministries and departments in countering the hybrid elements of Russian aggression.

"We know that Russia has started and today is waging a comprehensive war against Ukraine... We know that Russia is waging very broad aggression... And the state [of Ukraine] today has the Defense Ministry, special services that oppose the [Russian] military and special services, and today there is practically no single coordinating structure that would predict, link together and issue orders to all how to counter the hybrid components of Russian aggression," Marchuk said at a round table discussion entitled "Guarantees of Human Rights in Line with International Standards. International Experience and Practical Support to People Affected by the Armed Conflict in Eastern Ukraine" in Kyiv on Thursday, December 14.

He expressed hope that the Ukrainian state would create an agency "that would deal with repelling the hybrid components of aggression." Marchuk suggested that such a unit could be created under a certain ministry.
