Ukraine seeks to place $3 bln eurobonds in 2018

Ukraine in 2018 seeks to place 10 and 15 year eurobonds for UAH 90.3 billion or $3 billion, taking into account the forecast hryvnia exchange rate of UAH 30.10/$1 used for calculations in the bill on the national budget of Ukraine for 2018.

The sum is outlined in the attachment to the bill posted on the website of the Verkhovna Rada.

According to the document, it is also planned to raise UAH 903 million ($30 million) from the International Bank for Reconstruction and Development (IBDR) to finance the general fund of the national budget.

As reported, the Cabinet of Ministers of Ukraine seeks to borrow UAH 214.961 billion in 2018 to finance the general fund of the national budget, including UAH 91.2 billion on the foreign market.

On September 18, 2017, Ukraine closed the offer book to place 15-year eurobonds worth of $3 billion. The securities were placed at 7.375% per annum.

The new deal has become a first market placement for the country since 2013. In 2013, 10-year eurobonds for $1.25 billion were placed at 7.5% per annum.

In 2014-2016, Ukraine annually placed five-year bonds for $1 billion secured by the United States. The bonds were placed at low rates. For example, in 2016 bond yield was only 1.471%.

In 2015, the country restructured 13 eurobond issues for 414.36 billion and EUR 600 million. Investors gave their consent to postpone payments by four years and exchange 20% of the cost of the securities to GDP warrants. The coupon for all bonds was set at 7.75% per annum.

No consent was given for $3 billion bonds due on December 20, 2015. The bonds purchased by Russia at the end of 2013.

Ukraine and Russia are involved in litigation in court in London. The High Court in London late May 2017 approved an application of Ukraine to suspend the execution of the decision made on March 29, 2017 regarding $3 billion eurobonds bought by Russia. The hearings in the court of appeal are scheduled for January 2018.
