Groysman ready for discussion with NGOs demanding moratorium on amending Constitution, insists on decentralization

Chairman of the Verkhovna Rada of Ukraine Volodymyr Groysman has said that he's ready for a discussion with representatives of NGOs that addressed the Ukrainian authorities on the impossibility of amending the Constitution under the current conditions, however he added that not conducting local self-administration reform is a trap.
"Not to allow the reform of local self-administration needed by millions of our citizens all over Ukraine by speculating on Donbas – is a trap they want to lead us in by blackmailing us with a new escalation of the aggression in eastern Ukraine… Your concern deserves attention and I'm ready for an elaborate discussion. I believe in the success of such a dialogue, as well as in decentralization being the key to out country's successful Europe future," Groysman wrote on Facebook on Monday.
He also noted that decentralization and local self-administration reform based on the European charter of local self-administration "is one of the reforms without which a European Ukraine isn't possible."
