Rada passes bill on unified housing, utilities tariffs required for IMF package

The Verkhovna Rada of Ukraine has adopted as a whole draft law No. 2029a on amendments to certain laws of Ukraine on housing and utilities services dated June 4, 2015, which is one of the bills which must be adopted for the second International Monetary Fund (IMF) tranche to be issued.

All in all, 261 MPs supported the bill at second reading and as a whole.

When considering the bill, the deputy head of the parliamentary committee on construction, urban development, housing and communal services, Olena Babak (Samopomich), said that about 20 comments and amendments were received for second reading.

"In particular, the disputable issue of defining the ceiling of profitability of enterprises providing the services has been settled by second reading, namely we took into account the prospect of a gradual transition to incentive regulation and pricing and decided that profitability should be defined by the agency, which in accordance with the law is authorized to set tariffs," she said.

According to Babak, the bill also states that the state is obliged by July 2017 to repay debts to companies in part of reimbursement for difference in tariffs.

"Now it is UAH 5.4 billion," she said.
