The ceasefire in the Ukrainian government-controlled part of Luhansk region is not being fully adhered to, with Popasna under attack and active fighting continuing near Chernukhyne, said a spokesperson for Hennadiy Moskal, the head of Luhansk Regional State Administration.

"A relative lull set in throughout the day yesterday and during the night (February 16) in the Ukrainian-controlled part of the Luhansk region. There was no full ceasefire: the district center, Popasna, came under attack (artillery weapons were fired at its outskirts where the Ukrainian military are based). Besides, active hostilities are taking place near Chernukhyne (near Debaltseve). There is no information about civilian casualties," the spokesperson said.
