Rybak signs amnesty law, submits it to president for signature

Verkhovna Rada Speaker Volodymyr Rybak on Thursday signed the law on amnesty for participants in mass protests, which was approved by parliament late on Wednesday.

"I have signed this law, because people are suffering, but deputies cannot find understanding, struggling for their popularity ratings," he told reporters at a press conference in Kyiv on Thursday.

The buildings and the people will begin to be freed simultaneously after the president signs the law and it takes legal force, the speaker said.

"The law will stay in effect for 15 days. People who will violate the law on the 16th day will be held responsible," Rybak said.

"On the first and second day [following the enactment of the law], the Prosecutor General's Office will report on the vacation [of the seized buildings] and people will be released simultaneously. It won't all happen after 15 days," he said.

"As for Maidan, the law speaks about the vacation of Hrushevskoho Street. We have crossed Khreschatyk out, it's not in there [in the law], all the tents are located there. People may get warm in the Union House and in the Zhovtnevy Palace," Rybak said.
