Transdniestria not to discuss its status at 5+2 talks in Lviv

The delegations of Chisinau and Tiraspol, at the round of negotiations in the 5+2 format on the settlement of the Transdniestrian conflict to be held in Lviv on Monday, will be headed by Moldovan Deputy Prime Minister for Reintegration Eugen Carpov and Foreign Minister of the unrecognized Transdniestrian Republic Nina Shtanski, the OSCE Mission to Moldova has told Interfax-Ukraine.

The organization will be represented at the talks by the head of the OSCE mission in Chisinau, Jennifer Brush, Russia by the permanent representative in the negotiation process, Sergei Gubarev, Ukraine by Ambassador to Moldova Serhiy Pyrozhkov, who is also Kyiv's representative in the negotiation process, the EU by Head of the EU Delegation to Moldova Dirk Schuebel, and the United States by Ambassador to Moldova William Moser.

According to the provisional agenda of the meeting in Lviv, the sides will discuss socio-economic issues, the freedom of movement, legal issues, humanitarian issues and human rights, as well as "comprehensive settlement, including institutional, political and security issues."

At the same time, Tiraspol refused to start discussing the so-called "third basket" regarding the legal status of the breakaway republic.

Transdniestrian leader Yevgeny Shevchuk said that "the problems related to the political aspects of the settlement and the status of the republic are to be discussed only after all practical socio-economic and humanitarian issues between Moldova and Transdniestria are resolved and are currently not filled with subject matter and questions for discussion."

In this regard, Shevchuk rejected the proposal by OSCE Chairperson-in-Office and Ukrainian Foreign Minister Leonid Kozhara to arrange a meeting with Moldovan Prime Minister Vlad Filat during the round of talks in Lviv.

The foreign minister of the unrecognized republic said that Shevchuk had canceled his visit to Lviv due to "the absence of documents that were agreed for signing."

"The Moldovan side changed its position on a number of previously agreed issues, and, moreover, put forward new proposals that fundamentally change the nature of the agreed provisions of a draft protocol decision on some urgent measures to ensure the freedom of movement of the population of Transdniestria and Moldova, which, as expected, were to be signed by Filat and Shevchuk," the Transdniestrian Foreign Ministry said in a statement.
