ARMA to conduct audits of management efficiency of largest assets, first to be Glusco filling station chain

The Asset Recovery and Management Agency (ARMA) will check the management efficiency of the largest assets.

According to a report on the agency's website, a review of the efficiency of NJSC Naftogaz Ukrainy's management of the Glusco filling station chain has already begun, which will last until July 31.

The head of ARMA, Olena Duma, said that ARMA received information about the manager's improper fulfillment of the terms of the contract, in particular, about the submission of false data regarding expenses and income from management activities.

"The manager has been using Glusco's assets for more than a year, and these are actually 89 filling stations, eight land plots, two oil depots and corporate rights of 35 companies. At the same time, only UAH 1.151 million have been transferred to the state budget, which raises well-founded questions of the management efficiency," she said in the message.

According to the documents available to the National Agency, the manager does not provide or does not draw up information about almost half of the gas stations received from ARMA, as a result of which the budget loses a significant amount of funds every month.

"ARMA is starting checks on the most resonant and important cases for the state. Our goal is very clear - the management of assets worth billions of hryvnias must be effective and bring proper revenues to the budget of the warring country," Duma concluded.

As reported, in May 2022, the Cabinet of Ministers of Ukraine agreed on the proposal of ARMA to transfer the seized assets of the Glusco company (until 2018, the Rosneft network), which were associated with Viktor Medvedchuk, to the management of NJSC Naftogaz Ukrainy.

The asset manager was Naftogaz Oil Trading LLC, with which ARMA subsequently entered into a fixed-term management agreement.
