We need to drive away the crowd of inspectors from business once and for all - Fuks

The government's package of decisions to simplify doing business is evidence that the Cabinet of Ministers understands that the foundation of a strong state is based on small medium-sized and enterprises. Businessman and philanthropist Pavlo Fuks expressed this opinion.

"It is no secret that small and medium-sized enterprises consider the state system their main enemy. Excessive bureaucracy, constant inspections and unreasonable tax burden have not made anyone successful. I am glad that the government is trying to change the situation," he said.

Fuks also specified the main points adopted by the Cabinet of Ministers.

"The stamps have been finally abolished - this is the first thing. The concept of reform of the Institute of Self-Regulation was adopted – it is the second. In fact, now the business itself will become the main regulator in the segment of its market. Now public agencies spend huge resources on performing functions to regulate economic activities and, what is to say, they often put pressure on business. Pilot projects for securing loans for small enterprises have been launched and measures to support small and medium-sized enterprises have been introduced – it is the third," he said.

The businessman paid special attention to the introduction of a risk-oriented approach to conducting inspections.

"This is the right decision. In my opinion, it is necessary to drive away the crowds of inspectors, for the maintenance of which huge amounts of money are spent from the budget, from business once and for all. And in general, [it is necessary] to reduce the number of inspectors, because the only purpose of inspections is to create a corrupt system. Using the people's money, a system, the only purpose of which is to collect even more money into the pockets of inspectors, is being created," Fuks said.

On May 10, at a meeting of the Cabinet of Ministers a package of resolutions aimed at relaxing doing business in Ukraine was adopted.

As reported, in 2018, Ukraine climbed four positions up in the World Bank's Ease of Doing Business 2018 global rankings.
