Perspectiva exchange denies non-compliance with requirements when selecting organizer of auction to sell Odesa Port-Side Plant

Perspectiva stock exchange (Kyiv) has denied accusations that it did not comply with the requirements of selecting the organizer of an auction to sell shares in public joint-stock company Odesa Port-Side Plant and that the structure of its owners has not been disclosed, according to an open letter to the head of the ad hoc parliamentary supervision commission for privatization, MP Borys Filatov.
"Many people are actively discussing and assess the structures of shareholders of PFTS and Ukrainian Exchange (both based in Kyiv), as they are rather open and clear! Who knows the nature of shareholders in the exchanges as Prydniprovska stock exchange (Dnipropetrovsk) and Perspectiva?!?! Their structures of owners is a thick wood which they fenced themselves from the unbiased opinion of the public and the regulator!" Head of the National Commission for Securities and the Stock Market of Ukraine Tymur Khromayev wrote on his Facebook page.
Perspectiva said in the letter said that the relevant information is regularly published in the information disclosure system of the National Commission for Securities and the Stock Market, as the exchange is a public joint-stock company. The exchange said that as of late Q2 2015 the owner of 94.2157% of its shares was the relevant exchange group. 100% of the latter belonged to two individuals from Ukraine, including 51% to one of them via public joint-stock company closed non-diversified venture corporate investment fund Forward (under the management of private joint-stock company Academy Investments, Dnipropetrovsk).
In addition, the exchange said that in fact, public authorities, the National Commission for Securities and the Stock Market has enough information on the shareholders in Perspectiva stock exchange and can take part in the meetings of its shareholders.
The exchange also said that Filatov's statement that the exchange does not have experience in holding privatization auctions is untrue. The exchange said it was successful in organizing the electronic auction to sell Research and Industrial Center Borschahivka chemical and pharmaceutical plant on March 20.
The exchange also said it has experience in holding electronic auctions to sell securities in the interests of many financial market players.
The requirements to select the exchange were formed by the State Property Fund of Ukraine. The exchange believes that they are rather unbiased and that recently, similar criteria was used to select the organizer of the auction to place bonds of international financial organizations where Perspectiva stock exchange jointly with Ukrainian Exchange and PFTS won the right to organize it.
