Health Ministry initiates creation of Health Insurance Fund - bill

Kyiv, February 11 (Interfax-Ukraine) – Ukraine's Ministry of Health has initiated the introduction of compulsory state social health insurance, through a specially created Health Insurance Fund.

The relevant draft law on compulsory state social health insurance is available on the website of the authority for public discussion.

The bill stipulates that the Health Insurance Fund of Ukraine will be created as a non-commercial self-governing organization.

The Ministry of Health, being the initiator of the bill, has stated there won't be any economic effect from the imposition of health insurance functions on the Social Insurance Fund of Ukraine.

"We believe that instead of reducing administrative costs for maintaining funds, the practical result might be the unjustified causing of many organizational problems as it will require the revision of the current board members and, in particular, the structure of the executive directorates of the Social Insurance Fund, could for a long time complicate the implementation of the functions by the fund and entail negative consequences," reads an explanatory note to the draft law.

In addition, the authors of the bill believe that this will redistribute funds from health insurance in favor of another type of social insurance.
