Kyiv to pay debts for building Teremky metro station by raising fare, says Holubchenko

Kyiv can repay itsdebts to Kyivmetrobud for the building of Teremky metro station under a UAH 500 million credit only after the fare in Kyiv metropoliten is raised, the acting head of Kyiv city state administration, Anatoliy Holubchenko, has said.

"There is a decree of the Cabinet of Ministers, which reads that the sources of debt repayment are fares, and the agreement with bank for granting credit specifies that debts are repaid only after the fares are brought in line with the Cabinet of Ministers' decree," he told Interfax-Ukraine.

"The conditions for receiving the credit foresee such a demand – that's the truth. That's why we can't yet get a credit without taking such a measure," the Kyiv acting mayor added.

He said it was good that Teremky subway station was the first in the history of Kyiv to be built with partial financing from fares, while earlier this was done using budget funds only.

"We built a station, and there is nothing bad [in paying for it via money raised from fares]. We raised the credit under state guarantee, and if the tariffs aren't increased, it means that the government has to repay this [debt] from the state budget," he added.

Such actions became customary because of the absence of money in the Kyiv budget 2013, unlike in the budgets of previous years.

As reported, earlier the acting head of Kyiv city state administration, Anatoliy Holubchenko, said that fares in Kyiv subway would rise to UAH 3 per trip from February 1, 2014.

Kyiv's Teremky metro station officially opened on November 6, 2013, but Kyiv city state administration has so far failed to pay off UAH 400 million in debts to Kyivmetrobud.

The transport infrastructure department at Kyiv city state administration in early January signed an agreement with Ukreximbank to raise UAH 500 million for a six-year term plus 10% per annum.

Director general of Kyivmetrobud Volodymyr Petrenko reported that employees of the enterprise hadn't received their salaries since October 2013.
