Largest media groups in Ukraine propose using video content only on legal basis to Internet resources

The largest Ukrainian media groups 1+1 Media, Media Group Ukraine, Inter Media Group and StarLightMedia have said that they plan to protect intellectual property rights to video content made by them and posted online and achieve that it is legally posted on Web resources.

"We propose that all the sites post our video content in our player, which each group will have. The site takes the player, posts content and users can watch our content free of charge using the player. We'll manage the sale of advertisement in the player, while the sites will receive income from visitors and all banner advertisement posted around the player will be managed by the sites," Head of StarLightMedia Volodymyr Borodiansky said at a press conference on June 27, 2013.

He said that the media groups propose that all Internet resources by October 1, 2013 settle all the issues linked to the use of video with the groups.

"The sites will receive a status of official partners, and we will call on advertisers to cooperate with the sites which legally use our video content," Borodiansky said.

Director of Media Group Ukraine Fedir Oharkov said that the regulation of relations does not foresee payments for the video posted on the sites, apart from certain content as football matches, as much money is paid for the excusive rights to broadcast them, and this product has the special conditions for broadcasting.

Law Director at 1+1 Media Tetiana Smyrnova said that the opinion that there are no legal mechanisms for protecting intellectual property rights to the content posted online is wrong.

The representatives of the largest Ukrainian media group said that some serious Ukrainian Web sites have supported the said proposal. Borodiansky said that YouTube video hosting has signed the relevant contract, and the television holdings receive money under the contract.

The media groups named their initiative "Clean Sky Content Partnership."

The groups said that according to the AdPro/Isobar agency, the total number of Web sites with unlicensed content in Ukraine is around 600. On average, in 2013, the volume of video advertisement on pirate resources which spread video content will total some UAH 30-35 million, which is 80% of income of the Ukrainian video advertisement market.
