National Police chief: Policeman should not be afraid to use weapons under law; it's necessary to return to issue of stun guns

In a legal society, the demands of a police officer must be fulfilled without provocation, and maximum attention should be paid to the professional training of police officers, Chief of the National Police of Ukraine Ivan Vyhovsky said.

In an exclusive interview with Interfax-Ukraine, Vyhovsky spoke about the conclusions of the National Police after an incident in Dnipro, which led to the death of a drunk driver during detention by a patrolman.

"We drew conclusions, sorted out this situation, brought it to the attention of all personnel. But the situation is very difficult, and the State Bureau of Investigations will give a legal assessment. However, on the one hand, a police officer should not be afraid to use weapons legally. On the other hand, we understand high level of requirements and expectations of society for a representative of the law. Therefore, we pay maximum attention to the professional training of police officers," Vyhovsky said.

At the same time, as the National Police chief noted, every citizen must understand that the police officer assesses the risks as much as possible. "Today, when there is war in the country, an attacker may be in a dangerous mental state, he may be armed, he may be capable of anything," the National Police chief said.

"Therefore, if we want to live in a rule-of-law state, society must know that the demands of a police officer must be fulfilled, that one must not provoke a police officer, and if one does not agree with the actions of a law enforcement officer, go to court, the Department of Internal Affairs or the State Bureau of Investigations," he said.

The National Police chief also noted the need to return to the issue of legislative regulation of the use of stun guns by police. "We also realized that it is necessary to return to the issue of stun guns. Our partners are even ready to purchase them so that we do not waste budget funds," he said.

Vyhovsky said this is about the bill on stun guns, which was rejected by parliament in 2021.

"Yes, it was returned for revision. MPs had certain reservations and disagreements regarding the definitions. But we will lobby for the need to provide police with stun guns, as another type of special equipment, which is often more expedient to use," the National Police chief said.
