Govt committee postpones decision under SSAU initiative to return to licensing outer space activities in Ukraine
The governmental committee at a meeting on Thursday postponed a decision to return to licensing outer space activities in Ukraine until the repeated discussion of the decision is held under an initiative of the State Space Agency of Ukraine (SSAU).
"Following the committee's consideration of the respective bill drawn up by SSAU, it was decided to postpone the decision-making until it is reconsidered: after the detailed study and interagency coordination of this initiative with interested agencies, first of all, with the Economic Development and Trade Ministry, State Fiscal Service, Finance Ministry, Justice Ministry and Foreign Ministry," Head of the interdepartmental commission on defense industry issues under the National Security and Defense Council (NSDC), Deputy Economic Development and Trade Minister Yuriy Brovchenko told Interfax-Ukraine.
"Our [the Economic Development and Trade Ministry's] position that this issue is not of the moment," he said, adding that "we have carefully studied the current global and European legislation in this area."
According to Brovchenko, legislative initiatives prepared by the space agency can be submitted for a second review of the government committee after the removal of the existing disagreements in the public agencies on this issue.
According to some estimates in the aerospace industry, the bill amending the law of Ukraine on licensing of economic activities, prepared by the SSAU, contradicts the decision taken by the government on July 18, as part of the business simplification reform, to cancel the order of SSAU dated 2010 on licensing activities for the development, testing, production and operation of aerospace technology and its components.
Among the urgent problems of making doing business simpler in the aerospace sector are the issue of abolishing the current regulatory restrictions on the operation of private companies in the aerospace sector in Ukraine, which was previously discussed at an interstate discussion with a number of partner countries of Ukraine on cooperation in the aerospace sector.
