Justice ministry to ask parliament to create national agency to return proceeds of crime

The Justice Ministry of Ukraine plans to ask the Ukrainian parliament to create a national agency for searching for and managing the proceeds of crime, First Deputy Justice Minister Natalia Sevostianova has said.

"The agency would be compact, no more than 100 people… I stress that this would be not a law-enforcement agency… this is expert and specialized aid," she said at a briefing in Kyiv during the presentation of the draft law.

The official said that the organization will be functional and will be financed by the proceeds of crime returned to the national budget, which will ensure high salaries for employees.

According to the document, the national agency will report to the parliament and will be subordinated to the government. The head of the agency will be elected by a tender commission. The parliament will appoint three members of the commission. The Prosecutor General's Office, National Anti-Corruption Bureau, Justice Ministry, Finance Ministry and the State Financial Monitoring Service will appoint one member each.

The head of the agency will be elected for a period of five years by the cabinet upon the recommendation of the prime minister after the tender. A candidate is to work in the legal sector for at least five years and have three-years of experience in working in leading positions in power agencies, institutions, or international organizations.
