CIS-EMO mission to monitor repeat election in 5 constituencies in Ukraine

The CIS-EMO International Election Observation Mission will monitor the repeat voting in five single-seat constituencies in Ukraine's parliamentary elections.

"We have decided to continue the monitoring... we are not going to end the long-term mission in the next few months," CIS-EMO Director General Alexei Kochetkov said at a press conference in Interfax-Ukraine on Wednesday.

In turn, an expert of CIS-EMO, Oleg Vernik, said that until the elections in five troubled districts are finished, the mission would monitor the situation very closely.

According to him, several international missions gave a positive assessment of the parliamentary elections in Ukraine as a whole, however the situation in these five constituencies is distorting the election returns.

Vernik also said that the mission "to some extent agrees with the arguments of the opposition about the need to hold a repeat elections in constituencies Nos. 11 and 14."

As reported, the Central Election Commission (CEC) of Ukraine adopted a resolution on November 5 recognizing the impossibility of announcing parliament election results in five single-seat constituencies – Nos. 94, 132, 194, 197 and 223. In addition, the commission recognized the need to hold repeat elections in these constituencies and asked parliament to take a decision on holding repeat elections in these constituencies.

On November 13, the Higher Administrative Court of Ukraine opened proceedings under a lawsuit lodged by the Batkivschyna United Opposition against the Central Election Commission (CEC) regarding its decisions to recognize pro-government candidates as the winners of single-seat constituencies Nos. 11 and 14. The court banned the CEC from officially announcing the election results in these constituencies until the case is resolved in court.
