UCRF decides to terminate contract with Dialink restored in court, term for launching MNP not changed

The Ukrainian State Centre of Radio Frequencies (UCRF), which procured software and equipment for introducing the mobile number portability services (MNP), has decided to terminate the contract with Dialink LLC (Kyiv), which earlier was restored under a decision of the Supreme Court.

"Today, all the physical and electronic addresses of Dialink, known to us, were sent to us about the termination of the contract. So the process has been launched," UCRF Executive Director Vadym Hulko said at a press conference on the launch of MNP in Kyiv last week.

He said that according to the terms of the contract, any of the parties may unilaterally terminate the contract, while paying back to the other party for the work done at the time of termination of the contract.

At the same time, Hulko said that no work was carried out under the agreement between the UCRF and Dialink, and therefore no funds will be paid to the company. At the same time, according to him, the creation of a central database, where all transferred numbers will be kept, is almost complete. SI Center (recognized as the winner of the tender) has already supplied the equipment and software, and is currently launching of the system. The system itself cost UAH 35 million to the UCRF. The total project is estimated at UAH 40 million.

In turn, Head of the National Commission for Communications and Informatization Regulation (NCCR) Oleksandr Zhyvotovsky said that at present, there are no reasons to believe that the introduction of the service will be postponed.

He also said that NCCR approved February 1 as the launch date for local databases and May 1 as the launch date for the entire system. These deadlines will not change, and the project will be launched in due time.

At the same time, the head of the commission said that all operators are interested in the speedy implementation of the service, and none of them intend to delay its launch.
