Ukrainian communities approve 97% of local budgets for 2026

As of December 26, local councils had approved 1,542 out of 1,597 local budgets, representing 97% of the total, according to information published on the website of Ukraine's Ministry of Finance.

According to the published data, this level of readiness of financial documents creates the prerequisites for stable financing of educational, healthcare, and social protection institutions throughout 2026.

At present, 24 regional budgets and the budget of the city of Kyiv have been approved. In addition, 113 district budgets, 1,392 territorial community budgets, and 12 district budgets within cities have been adopted. The budget approval process in the remaining communities is still ongoing.

Among the regions, local budgets have been fully approved in Volyn, Donetsk, Zhytomyr, Kirovohrad, Lviv, Kharkiv, and Chernivtsi regions.

The lowest rates of budget approval are in Luhansk (90.3%), Kherson (86.2%), and Odesa (91.9%) regions.

The Ministry of Finance recalled that, under Article 77 of the Budget Code of Ukraine, local budgets must be approved by December 25 of the year preceding the planned fiscal year. The timely completion of budget procedures is critically important to ensure the uninterrupted functioning of budget-funded institutions from the beginning of the new year.
