Ukraine plans to complete stalled genset power competition on Tuesday after 8-month delay

The commission for holding the first competition for the construction of generating capacity, which has been blocked since April 2025, plans to complete it at its meeting on December 30 and make a decision that will allow signing agreements with the winners, Acting Minister of Energy Artem Nekrasov has said.

"... but equipment for another 900 MW has been imported into the country. Some of them are private individuals who won the blocked auction. We unblocked it, and on Tuesday, December 30, we will sign agreements with the winners. This will allow us to connect an additional 440 MW to the system next year," he said in an interview with Forbes Ukraine.

In general, according to Nekrasov, as of the end of December 2025, the installed capacity of gas generation reaches approximately 1,100 MW, of which approximately 800 MW is connected to the networks, including 280 MW for our own needs. Nekrasov also drew attention to the unrealized potential in the utility sector: in previous years, donors have provided cities with approximately 600 MW of gas installations free of charge, but most of them have not yet been connected, because the cities do not have the approved budgets for this.

As reported, the commission for holding the first competition for the construction of generating capacity, which has been blocked since April 2025, announced its meeting for December 30. As the Energoreforma website learned, the Ministry of Energy appointed Acting Minister Artem Nekrasov as the chairman of the commission instead of the dismissed and detained Deputy Minister of the Ministry of Energy Yuriy Sheyk in a corruption case.

On December 24, the Cabinet of Ministers adopted amendments to the procedure for conducting a competition for new generating capacity, according to which its commission will make a decision on determining the winners without re-reviewing the participants' proposals.
