OSCE monitors insist on safe, unlimited access to eastern Ukraine

The Organization for Security and Cooperation in Europe Special Monitoring Mission to Ukraine (OSCE SMM) demands that all warring parties give its members safe and unlimited access to eastern Ukraine.

OSCE SMM spokesman Michael Bociurkiw told a press briefing in Kyiv on Thursday the monitors were expecting safe and unlimited access which he described as very important.

So far, the OSCE mission has not received security guarantees from anyone, he said.

The Minsk package is a single document, and it cannot be observed partially, the mission spokesman said.

For instance, the ceasefire must be full, without exception, Bociurkiw said.

The monitors failed to reach Debaltseve on Wednesday after the militia had declared its inability to provide security guarantees, he continued.

At the same time, it is premature to speak about any trends in the access of observers to the conflict zone since the new Minsk agreements have just taken effect, Bociurkiw said.

He referred to OSCE SMM chief monitor Ertugrul Apakan saying that the mission had acquired access to previously unattainable areas but some places, such as Novoazovsk, still laid beyond their reach.

The mission spokesman said they demanded two things so that they could do their job: the first one was an unlimited access and the second one was security and they expected all sides to meet those requirements.
