The victory plan is designed for swift decisions by partners in October-December, Ukrainian President Volodymyr Zelenskyy said.
"For the most part, decisions on the victory plan depend on the U.S. President and also on other partners. But there are points that depend on the positive will and support of the United States. I really hope that the U.S. President will support this plan. The entire plan is designed for quick decisions by our partners, for decisions that must be implemented starting in October and up to December," Zelenskyy said at a joint press conference with European Commission President Ursula von der Leyen following talks with her on Friday in Kyiv.
The president expressed hope that these decisions will not be delayed. "Then we believe that this plan will work," he said.
