Ukrzaliznytsia delaying signing of contract to supply 54 passenger wagons

Public joint-stock company Ukrzaliznytsia is delaying the signing of a contract with Kriukov Car Building Works (KCBW, Poltava region), which won the tender on July 16 to supply 54 passenger wagons. The company several times postponed a meeting for signing the protocol, explaining it by the necessity of getting the new analysis of prices of wagons on the market, the press service of KCBW has reported.

As reported, according to the tender results, the proposal of the KCBW for the amount of UAH 1.52 billion for 54 passenger cars was recognized the best (the second participant was the Kharkiv Car Building Works).

"The tender committee should compare the prices of the participants and sign the protocol. It was scheduled for July 17, July 19, and then July 23. The new meeting is scheduled for August 8. And all because 13 people of the tender committee cannot make a simple decision because they decided to conduct a new analysis and comparison of prices in the market. As they say, after the fight," the press service of the KCBW reported.

At the same time, the press service reminds that Ukrzaliznytsia, based on the monitoring results and the technical characteristics of the rolling stock, set the expected purchase price of a passenger compartment car in the amount of UAH 28.04 million, and then, even before summarizing the results of the tender, called this price overstated by KCBW, accusing it of abusing a monopoly position.

After the tender, KCBW published on its website an analysis of prices for passenger cars, including Belarusian and Russian manufacturers, taking into account all technical characteristics, as evidence that its prices are below market prices.

At the same time, the press service said, on July 22 the plant received a new price analysis from Ukrzaliznytsia, which it considers manipulative, but Ukrzaliznytsia does not react to the initiative of the KCBW to settle this situation.
