Rada adopts amendments to Budget Code on decentralization

The Verkhovna Rada has supported bill No. 1557 on amending the Budget Code of Ukraine, concerning the reform of inter-budget relations.
231 MPs voted for the corresponding bill at second reading.
"The new provision of the bill on the organization of budget process in a state of war proposes to support our proposal as for the non-use of Paragraph 3 of Part 2 of Articles 4 and 23 of the Budget Code, as well as the possibility of the Cabinet's making decisions in consultation with the Supreme Commander of the Armed Forces of Ukraine regarding the use of budget funds for defense, with the addition of the words "before the Verkhovna Rada of Ukraine starts work." In other words, until the moment the Verkhovna Rada meets, if martial law is introduced, budget expenditure is performed by the government in consultation with the president of Ukraine," Prime Minister Arseniy Yatseniuk said, while speaking in the parliament before adoption of the legislative initiative.
According to the premier, the agreed version of the document takes into account the changes made by the profile parliamentary committee, as preparation for second reading. In particular, the changes concerning the placing in state bank accounts of university and research institutions revenues will also foresee the same policy for cultural institutions.
