SPF to launch alternative e-platforms for registering property appraisal reports

The State Property Fund of Ukraine (SPF) hopes soon to launch three more electronic platforms for registering property appraisal reports in the unified database of appraisal reports, along with the Ocenka.online operating platform, the press service of the SPF has reported.

"In the near future, it is expected that three more electronic platforms will be authorized: Professional Appraisal, Express Appraisal, Appraisal Register, and within a month or two more authorized electronic platforms is expected to be created by other persons," the SPF reported.

At the same time, the Ukrainian Society of Appraisers said in a letter to the SPF that the introduction of the unified database with a module that does not allow the registration of a report, if the specified price is below the minimum value for a facility, while simultaneously abandoning the existing database causes harm to real estate market players.

"The cost of services proposed so far by the only functioning site [UAH 390], is economically unjustified and significantly overstated and leads to a significant increase in transaction costs of citizens (especially in small towns) and in many cases even exceeds the price of appraisal services," the Ukrainian Society of Appraisers said in the letter made public on the Facebook page of the society.

The Society of Appraisers also said that the indicators (the minimum real estate value) for which the system can prevent the appraisal report from entering the database does not always correspond to the situation on the market.
