IR-director vs Corporate secretary: common points?

Today, Ukraine is redefining the relationship to corporate governance, form the contours of new system, correspond to modern realities. National business came to understanding that the system of corporate governance is an effective instrument of protection and development. And sure, great role in this system is given to Corporate Secretary. Alexander Okunev, chairman of the Professional Association of Corporate Governance on the Forum, says that Corporate Secretary performs multiple roles. First, it is a corporate notary responsible for the fact that the documents are correct, verified, stored in right place. Second, is the person providing the training, organization of work of the society institutions - Assembly, Supervisory Board, and in some companies - Board. In addition, there is another role. In the United States, the UK Company Secretary acted as IR-director, communicator with Investors. In Ukraine this feature became independent, companies created IR - service, implemented position of IR - director. Nowadays in Ukraine corporate secretaries still carried out this function and that makes them more important persons in company than in the UK and the United States.
