Zelenskyy: Victory Plan consists of five points, three classified appendices
Ukraine's Victory Plan consists of five points and three secret annexes, President Volodymyr Zelenskyy said.
"Point one is geopolitical. Points two and three are military. Point four is economic. Point five of the Victory Plan is about security," Zelenskyy said during the presentation of the Victory Plan to MPs and the Ukrainian community in the Verkhovna Rada.
He recalled that the points of the Victory Plan are calculated in time. The President explained that "the first four are the time of the war, to end it." Point five of the Plan is for the time after the war, to guarantee security.
"If Ukraine does not strengthen now, Russia will strengthen next year. And we must speak honestly - Ukrainians and all our partners - if we do not strengthen now, Putin will have time to strengthen next year so that he will throw diplomacy aside forever. Russia must lose the war against Ukraine. And this is not a 'freeze.' We must implement the Victory Plan to force Russia to be at the Peace Summit and be ready to end the war," the president said.
So, the Plan consists of five points and three classified appendices.
The President named the first point as inviting Ukraine to NATO - "already now". According to Zelenskyy, decisiveness on the NATO issue for Ukraine means the inevitability of European integration.
The second point is "Defense." The point includes: operations on the territory of the Russian Federation to prevent buffer zones on the territory of Ukraine; assistance from partners in staffing reserve brigades for the Armed Forces of Ukraine; joint defensive operations with European neighbors in Europe to shoot down Russian missiles and drones; and lifting restrictions on the use of long-range weapons.
Point three - containment of Russian aggression. There is also a classified annex to it, which is accessible to the leaders of the USA, Britain, and Italy. Ukraine proposes to deploy on its territory a comprehensive non-nuclear package to contain further Russian aggression.
Point four - strategic and economic potential of Ukraine. Plus a classified annex, which is transferred to the USA and the EU. It provides for an agreement with partners.
Point five - is designed for the post-war period. Ukrainian experience should be used for the entire Alliance and the defense of Europe. Kyiv proposes replacing American troops in Europe with Ukrainian ones after the war.
