Investors in construction of solid waste disposal plants in six cities could be named in spring 2012, says Ukrnatsproekt

Kyiv, October 6 (Interfax-Ukraine) – The winners of the tender for the Clean City national project to draw up feasibility studies for the building of solid waste disposal plants in Kyiv, Kharkiv, Ternopil, Chernivtsi, Khmelnytsky and Sumy will be announced by October 10, 2011, Head of the State Agency for Investment and National Projects Management (Ukrnatsproekt), Vladyslav Kaskiv, has said.

"We've announced a tender… to draw up feasibility studies for the building of solid waste disposal plants in Kyiv, Kharkiv, Ternopil, Chernivtsi, Khmelnytsky and Sumy. This will be the first stage of the realization of the project. On Friday or on Monday we'll announce the results for each lot in a press release," he said at a press conference at Interfax-Ukraine in Kyiv on Wednesday.

He said that five companies took part in the tender – Tebodin Ukraine, Comfort-Service, UkrkommunNIIproject, Atlas WordBuildingSystems and Ukrgenproject. Comfort-Service took part in cooperation with Birkhahn + Nolte from the United Arab Emirates, UkrkommunNIIproject in cooperation with IPP (Ingenieurgesellschaft Possel & Partner) and Atlas WordBuildingSystems with Nolte Engineering.

"The companies were divided into two categories. Two companies presented a price up to UAH 1 million. We expected that the cost of the work for each project would be around $500,000. Three other companies proposed from UAH 4.5-5.5 million for each project," Kaskiv said, adding that the price proposals (from UAH 4.5-5.5 million) required bidders to present additional financial grounds of the calculations.

Kaskiv said that in spring 2012 the investors who will realize the projects in the six cities could be announced.

"We expect that we'll enter the market with a proposal after New Year. This would allow us to have names of investors who will take part in the realization of the projects in spring," he said.

In addition, Kaskiv said that next week or in two weeks a tender to draw up feasibility studies for the other four cities will be announced, so bringing them to ten, as the Clean City national project foresees.

"Actually we'll enter the market with the ready projects before New Year. In early summer 2012 investors for the realization of the four projects would be announced," he added.

Kaskiv also said that all of the assets that are required for the realization of the project in state or municipal ownership would be transferred to Clean City National Project state-run enterprise. Investors who take part in an open tender will be able to obtain an almost complete project.

As reported, the term of the Clean City national project, which will have a total budget of UAH 5 billion, is four years. The project foresees the construction of incineration plants in ten cities.

As a part of the realization of the Clean City project, Kharkiv Mayor Hennadiy Kernes and Kaskiv in August 2011 signed a protocol of intent on the construction of a solid waste disposal complex in Kharkiv. It is expected that the projects will be realized in 2011-2015.
