Kyiv, October 5 (Interfax-Ukraine) – Chairman of the State Agency for Investment and National Projects Management (Ukrnatsproekt), Vladyslav Kaskiv, does not rule out that the upgrade of the Kyiv-based Energiya incineration plant could be included in the list of national projects.

"We're cooperating well with Kyiv's authorities. We're discussing the settling of the problem of the modernization of the Energiya incineration plant. We could make it a part of a national project along with other projects. The difference is that in this case an upgrade is needed and in other cases construction is required," he said at a press conference at Interfax-Ukraine on Wednesday.

He did not disclose the details of the project.

He said that the problems stemming from the operation of the plant that cause inconvenience to residents of the city nearby it would be partially resolved by the time the Euro 2012 European Football Championship is held.

He said that Kyiv city needs at least two new plants, and it is better to upgrade the Energiya incineration plant, as it has its own territory and all of the required documents.

Kaskiv also noted the necessity to set tariffs for waste treatment in Ukraine.

As reported, Japan's New Energy and Industrial Technology Development Organization (NEDO) is supporting a project to reconstruct the Energiya incineration plant using funds from the sale of quotas under Kyoto protocol.

The chief department of the utilities economy at Kyiv City Administration is planning to spend UAH 240-250 million on the reconstruction of the Energiya incineration plant by 2013.

Two turbine generators will be installed next year, and heat will be supplied to the city's network. The final stage for the installation of chemical filters is scheduled for 2013.
