Ukraine's construction industry plans to continue improving position in Doing Business ranking

Kyiv, November 6 (Interfax-Ukraine) - Representatives of the construction industry in Ukraine, following the example of 2012's growth, are intending to further improve the country's position in the Doing Business ranking of the World Bank through the further simplification of licensing procedures in construction, some of which are to be implemented in 2013.

This was announced by representatives of the Confederation of Builders of Ukraine, the Ministry of Regional Development, Construction, Housing and Utilities Services and the International Finance Corporation at a press conference at Interfax-Ukraine in Kyiv on Wednesday.

"There are plans for 2013 - two bills have been registered in the Verkhovna Rada that simplify procedures. For example, we eliminate such a type of construction as replanning," Deputy Minister of Regional Development, Construction, Housing and Utilities Services Dmytro Isayenko said.

The ministry also initiates the introduction of a system of the State Inspectorate for Architectural and Construction Controls for the automatic registration of declarations on the start of construction with the obligatory giving of numbers to these documents, he said.

President of the Confederation of Builders of Ukraine Lev Partskhaladze added that one of the problematic issues for improving Ukraine's position in the Doing Business ranking in construction is the need to reduce the time it takes to obtain the rights to land.

"We jointly with the ministry last year developed a bill that has been adopted at first reading. This week we will make some amendments - we want to reduce the procedure by at least 100 days, by about five times," he said.
