Texts of public procurement contracts should be posted on official Web site, says expert

Kyiv, September 19 (Interfax-Ukraine) – Public procurement legislation should foresee the obligatory publication of the texts of public procurement contracts on the official Web portal of public procurement, Director of the Center for Political Studies and Analytics Viktor Taran has said.

"If we talk about changes to the law on public procurement, we would like to propose to oblige the customers to disclose subcontractors who receive more than 25% of the total value of purchases, introduce the obligatory disclosure of the texts of procurement contracts on the official Web portal of public procurement, and introduce obligatory checks on links between participants in the tender," he said at a press conference at Interfax-Ukraine on Thursday.

The expert also considers it necessary to impose a ban on the participation in public tenders of individuals associated with the customer representatives, and introduce a register of dishonest suppliers, who "agreed between each other."

According to Taran, the most flagrant violations in the field of public procurement are made in providing children's educational establishments with food, as well as in the health care sector, particularly when buying vaccines.

However, he stressed that "there are no champions in certain industries, they steal everywhere."
