Ukraine introduces sanctions against 147 citizens of Russia, other countries associated with Russia

President of Ukraine Volodymyr Zelenskyy has enacted the decision of the National Security and Defense Council of Ukraine (NSDC) on the application of personal special economic and other restrictive measures (sanctions) against 147 citizens of the Russian Federation and citizens of other states associated with Russia.

The head of state signed corresponding decrees No. 772/2023 and 773/2023 on November 23. The texts of the documents were published on the president's website.

The first list includes 60 individuals who are the citizens of the Russian Federation, Ukraine, Cyprus, Belarus, Germany, Uzbekistan, Austria, and Great Britain. Among them are former Secretary of the National Security and Defense Council Volodymyr Syvkovych, who is hiding in Russia; Leonid Kharchenko, who is a defendant in the case on the crash of the Malaysian Airlines Flight MH17; so-called "Human Rights Commissioner" of the occupation administration of Donetsk region Daria Morozova; top managers of the USM Group companies owned by Russian oligarch Alisher Usmanov, Nazim Efendiev, Vakhtang Kocharov, and Valery Kazikaev; the wife of the ex-head of USM Ivan Streshinsky, Natalya Davydova, as well as the son of Usmanov's wife Irina Wiener, Nathan Wiener.

The sanctions are imposed for ten years and provide for the blocking of assets, cancellation of licenses, restrictions on transit and trade operations on the territory of Ukraine, a ban on privatization and public procurement.

The second list contains 87 individuals who are the citizens of the Russian Federation. Among them are former Chief of the Russian Presidential Administration Anatoly Chubais; Commander of the Air Defense and Missile Defense Forces – Deputy Commander-in-Chief of the Aerospace Forces of the Russian Federation Andrey Demin; Head of the Accounts Chamber and ex-Minister of Finance of the Russian Federation Alexei Kudrin, the father, wife and son of Ukrainian collaborator Yevhen Balytsky; Chief Sanitary Doctor of Moscow Elena Andreeva; General Director of the Nizhny Novgorod company RemExStroy LLC Alexander Dorofeev; General Director of Galaktika LLC Alexander German.

Sanctions are imposed for ten years against 34 of them, for five years against 50 persons on the lost, and for three years against five of them. Sanctions include blocking of assets, deprivation of state awards, cancellation of licenses, a ban on transit and trade operations on the territory of Ukraine, withdrawal of capital abroad, for privatization, and purchase of land.
