General fund of local budgets receive 37.7% more revenue January-June – Finance Ministry

Receipts of the general fund of local budgets in January-June 2015 amounted to UAH 44.6 billion, which was UAH 12.2 billion, or 37.7% on the same period in 2014, according to the Ukrainian Finance Ministry.

The annual plan of revenues in the first quarter was fulfilled by 60.7%, the ministry said, with reference to recent information. The ministry said this figure does not include information from territory that is temporarily uncontrolled by the Ukrainian authorities.

Receipts from individual income tax increased by 16.2%, to UAH 23.6 billion, land rent receipts by 25.9%, to UAH 6.6 billion, and the annual plans for these taxes were fulfilled by 54.3% and 57.4%, respectively, the ministry said.

As for newly introduced taxes, the additional 5% excise tax added UAH 3.2 billion to local budgets, and receipts from real estate tax totaled UAH 274.7 million with an annual plan of UAH 226.2 million.

The Finance Ministry said that the highest sum of excise duty was paid in the city of Kyiv and Kyiv region with UAH 147.4 and UAH 136.4 per capita respectively, with a national average of UAH 75.2 per capita. Kyiv and Kyiv region were followed by Zakarpattia, Lviv, Odesa and Volyn regions, where the sum ranged from UAH 109.8 to UAH 87.3 per capita, and the last on the list are Donetsk and Luhansk regions with UAH 25.4 and UAH 13.7 per capita.

Kyiv residents led in payments of property tax, estimated at UAH 69.5 million, which was nearly a quarter of the total property tax receipts of local budgets.
