More than half of polled Ukrainians say they read Constitution – Razumkov Center

More than a half of Ukrainians (51.3%) said they read the Constitution of Ukraine, according to a survey conducted by the sociological service of the Razumkov Center which has been presented at a press conference hosted by the Interfax-Ukraine News Agency on Tuesday.

Some 12.6% of citizens read all chapters of the Basic Law of the State, while 38.7% of respondents said they read some chapters of the Constitution. Meanwhile, 12.9% of Ukrainians said they read about the Constitution in the media. According to the poll, 32.1% of citizens never read the Constitution of Ukraine and 3.7% of respondents replied that "it is hard to say."

"In 2023, in comparison with 2019, the number of citizens who never read the Constitution of Ukraine (or even never read about its content in the media) dropped from 43% to 32%, mostly due to an increase in the number of those who read some chapters of the Constitution (from 32% to 39%). The share of those who read the full text of the Constitution did not change significantly (11% and 13%, respectively), and the share of those who read about the Constitution in the media also changed slightly (10.5% and 13%, respectively)," it is said in the survey.

The survey was conducted from September 21 to September 27, 2023, as part of the ENGAGE program, funded by the United States Agency for International Development (USAID) and implemented by Pact in Ukraine. The face-to-face survey was conducted in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Zakarpattia, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky, Cherkasy , Chernihiv, Chernivtsi regions and the city of Kyiv (in Zaporizhia, Mykolaiv, Kharkiv, and Kherson regions - only in those territories controlled by the Ukrainian government and in which hostilities are not ongoing).

The face-to-face survey was conducted in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Zakarpattia, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky, Cherkasy, Chernihiv, Chernivtsi regions and the city of Kyiv (in Zaporizhia, Mykolaiv, Kharkiv, and Kherson regions – only in the territories controlled by the Ukrainian government where there are no hostilities).

The survey was conducted using a stratified multi-stage sample using random sampling at the first stages and a quota method for selecting respondents at the final stage (when respondents were selected according to gender and age quotas). The structure of the sample population reproduces the demographic structure of the adult population of the territories where the survey was conducted as of the beginning of 2022 (by age, gender, and type of settlement).

Some 2,016 respondents aged 18 years and over were surveyed. The theoretical sampling error does not exceed 2.3.
