New temporary procedure for crossing contact line in Donbas has almost 40 amendments - SBU

The new temporary entry and exit procedures for persons visiting the uncontrolled territory of Donetsk and Luhansk regions contains around 40 amendments, the press service of the Security Service of Ukraine (SBU) has reported.

The press service said that paper passes have been scrapped

"It is enough to send information using e-mail, receive the confirmation on its processing and a report on the permit to enter or leave the territory. Citizens are to have an ID document and no additional paper – everything is free of charge," the press service said.

The list of cases when a permit can be rejected has been extended.

The important new rule is the possibility of crossing the contact line without a permit if there is a threat to life and health. Only under the decision of the head of the coordination center can persons who had to leave their homes to avoid the armed conflict, temporary occupation, mass violence, violation of human rights and natural and manmade disasters cross the contact line without a permit.

The procedure for transporting humanitarian cargo has been facilitated. The SBU website has an economic section for cooperation with fiscal agencies. The website has nine supplements to the procedure – forming samples for cargo registration, a detailed list of items which can be transported freely, etc.

The contact line can only be crossed by car if there is a certificate of the registration of the car and a document confirming the ownership of the car (or power of attorney endorsed by a notary). There is no need to have a separate pass for cars.

According to the updated temporary entry and exit procedures for persons visiting the uncontrolled territory of Donetsk and Luhansk regions, transportation of all goods, apart from humanitarian aid, is permitted only by rail.

Transportation of alcohol, tobacco and fuel is banned. Food and medicine can only be transported as humanitarian aid.

The updated rules only introduce a ban on crossing the contact line by public passenger transport, apart from non-regular transportation of some groups of people (displaced persons, children for recreation, etc) with the relevant permit.

The rules for crossing the contact line for individuals have been relaxed.

The rules define the conditions for persons who were born in 1998 or after and failed to receive a Ukrainian passport. They may cross the contact line if they present a copy or the original of their birth certificate or another ID document. The conditions for crossing the line by children who were born during the Anti-Terrorist Operation and do not have a birth certificate have been taken into account, persons accompanying such children are to present an ID document and a pass.
