Groysman backs adoption of new wording of laws on Cabinet, powers of prime minister

Ukrainian Prime Minister Volodymyr Groysman is in favor of adopting new wording of the law on the Cabinet of Ministers of Ukraine and the law on the powers of the prime minister of Ukraine.

"If you take the law on the Cabinet, you will see that the powers of the executive authorities are very limited in the ability to make decisions. On the one hand, Ukrainian legislation is too regulated, and on the other, there is a dualism of powers, which is also a problem," Groysman said in an interview with Interfax-Ukraine.

According to him, it is necessary to determine for each level of authorities, beginning with local government at the level of a community, district, or region, what is in their competence.

He stressed the need to adopt a new law on the Cabinet of Ministers of Ukraine, as well as on the powers of the prime minister.

"Take any organization and its head. A head can issue an order, a resolution, etc. As prime minister, I have no right to do so. It was in the time of [former Ukrainian President Viktor] Yanukovych that the government was maximally deprived of its powers so that the government could not decide anything," he said.

According to Groysman, the more powers there are in decision-making, the greater the responsibility will be.

Groysman said earlier that he considered the powers of the prime minister and the government to be much smaller than the tasks facing the executive authorities.
