Morel's proposals on Donbas local elections are his point of view - source
Proposals of Donbas political subgroup coordinator Pierre Morel are his personal point of view, a source close to the Minsk process has told Interfax-Ukraine.
"Morel's proposals are strictly his own point of view, his own idea of the Donbas settlement process," the source said.
Draft proposals on amendments to Ukrainian laws envisaging elections in the territories of Donetsk and Luhansk regions uncontrolled in Ukraine have been published by the weekly Dzerkalo Tyzhnia. Ukraine.
"The position of Ukraine is based on the Minsk agreements and Ukrainian legislation, including the law on special procedure of local self-government in individual districts of Donetsk and Luhansk regions," the source said.
In the source's words, local elections in individual districts of Donetsk and Luhansk regions should be held only on OSCE principles of equal access of all Ukrainian political players and mass media to the election process and of election control by international observers.
