Parubiy: No decision on martial law in Luhansk, Donetsk regions so far
The National Security and Defense Council is considering an issue of imposing martial law in Luhansk and Donetsk regions, NSDC Secretary Andriy Parubiy said.
"The issue is being considered, but I stress that firstly we'll do our best to offer the armed party, which use arms against the Ukrainian citizens, against Ukrainian state, to lay down arms and to leave the state of Ukraine," he said at a briefing following the NSDC meeting in Kyiv on Monday.
