Ukraine, Poland agree in Davos on priority steps for preparing for URC-2026

Ukraine and Poland will create a joint working group and appoint an operational coordinator to prepare for the Ukraine Recovery Conference (URC-2026), which will be held in Poland no earlier than June.

According to Ukraine’s Ministry of Economy, Environment and Agriculture, the agreement was reached in Davos on the sidelines of the World Economic Forum by Economy Minister Oleksiy Sobolev and Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka during talks with Polish Minister of Finance and Economy Andrzej Domański.

"The Ukrainian government is grateful to Poland for its readiness to host URC 2026. Preparations for the conference have already begun, including the formation of organizational teams at both the government and operational levels. We also welcome Poland’s accession to the Ukraine Donor Platform, which will further strengthen our cooperation," Sobolev said.

Kachka added that the Ukrainian side is committed to close coordination with its Polish partners to develop a practical, results-oriented agenda. He also underscored the importance of close coordination with Poland to align approaches to Ukraine’s reconstruction and its further integration into the EU’s internal market.

The sides also discussed the concept of the upcoming URC, which is expected to focus on five main themes: business, human capital, local reforms, EU reforms, and security and defense.

Sobolev also expressed interest in expanding financial cooperation, including the use of a PLN 1 billion ($230 million) loan from Poland for “green reconstruction” and the modernization of border infrastructure to facilitate trade.

According to the release, Polish Finance and Economy Minister Andrzej Domański said the Polish government is interested in investing in reconstruction projects in Ukraine. In particular, the sides discussed the possibility of jointly managing, or providing technical advisory support to, at least three industrial parks in western and central Ukraine together with Poland’s Industrial Development Agency (ARP S.A.).

In turn, the Ukrainian side proposed establishing a joint venture fund between ARP S.A. and the Ukraine Investment Framework, the second pillar of the Ukraine Facility, to provide equity financing for Polish-Ukrainian manufacturing joint ventures.

The sides also discussed cooperation with Poland’s state development bank BGK (Bank Gospodarstwa Krajowego) to reduce risks and support small and medium-sized enterprises, including the expansion of the Financial Instrument for World Resilience. They also addressed technical assistance to transform Ukraine’s Entrepreneurship Development Fund into a fully fledged national development institution. The Ukrainian side proposed creating a “credit guarantee fund” specifically for Polish investors entering the Ukrainian market.

As reported, URC 2025 was held in Rome on July 10–11. URC 2024 took place in Germany on June 11–12, URC 2023 in London on June 21–22, and URC 2022 on July 4–5 in Lugano.

The host city for URC 2026 has not yet been officially announced, but the conference is expected to be held in Gdansk.
