Energy Ministry cooperating with Internal Affairs Ministry on forecasting next attacks by Russia on Ukrainian energy facilities – minister

The Ministry of Energy of Ukraine is cooperating with the Ministry of Internal Affairs to predict the next attacks of the Russian Federation on energy facilities and preparing the necessary countermeasures.

"We are cooperating with the Ministry of Internal Affairs, which sees in real time what is flying and where. We also see where it was flying, but for various reasons the information did not reach us," said Acting Minister of Energy Artem Nekrasov in an interview with Forbes Ukraine.

According to him, this cooperation makes it possible to conduct an after-action review, as the military does, which allows us to predict the scenarios of the next attacks with a certain accuracy and prepare countermeasures.

"I can't voice everything, but as an example, this gives us the opportunity to transfer air defense from one energy facility to another, which is more likely to be attacked," noted the head of the ministry.

Also, according to him, the Ministry of Energy, together with the Ministry of Regional Development, the Ministry of Internal Affairs and the State Emergency Service and the Ministry of Digital Development, have developed algorithms for overcoming the local blackout of each region of Ukraine. In particular, the experience of the blackout in the city of Shostka, which occurred in early October 2025, was taken as a basis.

"This was a demonstrative act of terror by the Russian Federation. Within several days, the Russians took out the local substation, the largest local central heating plant in the region and gas distribution stations. That is, the city lost its own generation, gas, electricity, and mobile communications in two days," Nekrasov explained.

According to him, the recently developed algorithm was used during the blackout in Odesa.

"All departments and local authorities immediately understood what they had to do. Those responsible for eliminating the consequences were also determined in advance. This allowed us to fully restore the city's functioning in two weeks," the head of the Ministry of Energy noted.

According to him, the Russian Federation attacks not only power plants, but also power grids, substations, and gas production infrastructure, and as of December 26, starting in September 2025, the enemy had carried out nine massive strikes, every 10-15 days (on the night of December 27, another massive attack took place).
