Odesa authorities revoke order restricting grain exports during martial law
The Odesa Regional Military Administration has revoked its Order No. 19, titled "On Certain Financial Discipline Issues under Martial Law," issued on August 18, 2023, according to the Ukrainian Grain Association (UGA). The cancellation was formalized under Order No. 226/39, dated December 2, 2024.
"The revocation of Order No. 19 by the Odesa Regional Military Administration removes the administrative barriers it had imposed on grain exports," said the UGA, adding that this decision was long overdue, given the Cabinet of Ministers' introduction of a new export support system for agricultural products.
The UGA recalled that the law enacted by Parliament, No. 3706-IX, on May 9, 2024, mandated the government to implement, on a temporary basis during martial law, a VAT export support regime for certain goods (primarily agricultural products) exported beyond Ukraine's customs territory. This law took effect on July 1, 2024. The corresponding Cabinet of Ministers' Resolution No. 1261, titled "On the Introduction of the Export Support Regime," came into force on December 1, 2024.
The UGA emphasized its support for efforts to combat the shadow grain market and introduce mechanisms that would satisfy both the state and businesses operating openly and transparently.
