Cabinet blocks work of state registers in towns in ATO zone in Donetsk region - Zhebrivsky
The Cabinet of Ministers has blocked the work of state registers in several cities in Donetsk region located in the ATO zone, head of Donetsk military and civil administration Pavlo Zhebrivsky has said.
He said that due to the fact that the Cabinet referred Mariupol, Kramatorsk, Artemivsk, Dzerzhynsk and other towns to the ATO zone, a dangerous legal collision occurred: these towns are applied the norm that prohibits changes in the structure of owners, directors of enterprises, ownership of property. Now it is impossible to buy or sell housing, re-register rights of ownership in these towns.
"That means that the territory actually operates by analogy with the temporarily occupied territory. We were stunned by these things," Zhebrivsky added.
According to him, Donetsk military and civil administration has prepared a draft law, which establishes that the norms prohibiting changes in state registers apply only to the temporarily occupied territories and do not apply to the territory controlled by Ukrainian authorities.
