Ukraine to hold institutional reform for implementation of Association Agreement with EU in 2012-2014, says Khoroshkovsky

Ukraine will conduct institutional reform in the sphere of the implementation of the Ukraine-EU Association Agreement in 2012-2014, Ukrainian First Vice Premier Valeriy Khoroshkovsky has said.

He said this while commenting on an instruction of the Cabinet of Ministers of Ukraine regarding some issues related to implementation of institutional reform for the fulfillment of the future Association Agreement between Ukraine and the European Union. The instruction was approved by the government on Wednesday.

Khoroshkovsky noted that on December 19, 2011 talks on the Ukraine-EU Association Agreement were completed. The document determines a new format of political association and economic integration.

"With the aim of fulfilling the Association Agreement in the future, the government issued an instruction regarding some issues related to the implementation of institutional reform for the fulfillment of the future Association Agreement between Ukraine and the European Union, which approved the concept and plan of implementation of institutional reform for the fulfillment of the Ukraine-EU Association Agreement. The institutional reform is to be implemented in 2012-2014," Khoroshkovsky said.

According to him, the first stage of the reform implementation includes the development of a national mechanism of action coordination for the implementation of the Association Agreement, the second stage foresees the development of the program of implementation of the agreement and a communication strategy to inform the society about European integration, while the third stage foresees improving the personnel management system and the mechanism for attracting and using EU assistance.

Khoroshkovsky added that the approval of the document will held obtain EU aid of around EUR 10 million to support preparations for the implementation of the Ukraine-EU Association Agreement.
