Economy ministry sad about refusal of parliament to reform state procurement system

The Economic Development and Trade Ministry has said it is sad about the refusal of the Ukrainian parliament to pass draft law No. 2087a on reforming the state procurement system.

Deputy Economic Development and Trade Minister Maksym Nefyodov said that this will delay reforms on state procurement and threatens Ukrainian membership of the WTO Agreement on Government Procurement (GPA).

"The Ukrainian parliament did not find time to pass draft law No. 2087a on the reform of state procurement, despite the large support of lawmakers, parliamentary committee chair and the public," he wrote on his Facebook page on July 17.

On July 17, the parliament failed to pass draft law No. 2087a. Speaker Volodymyr Groysman put it up for voting three times, however in the end it was only supported by 198 deputies.

Nefyodov said that as a result, a chance has been lost to accelerate the reform of state procurement and will delay the introduction of transparent state procurement procedures for several months.

He went on to say that the Economic Development and Trade Ministry will fail to fulfill the order of the president to fully join regional administrations to the electronic procurement system as a result of the bill not being passed.
