Internal audit and financial control military specialists prevent financial losses
The Round Table "Adoption of international defense anti-corruption experience" was held on October 4 in the Ukrainian National News Agency "UKRINFORM".
The event was attended by Maxim Goldarb, Director of Internal Audit and Financial Control Department, MoD of Ukraine, representatives of "Transparency International", mass media and some other officials.
The Anti-corruption Action Plan within Defense Ministry and Armed Forces of Ukraine was approved by Pavlo Lebedev, Minister of Defense of Ukraine, on February 2, 2013; one of the key points of such anti-corruption measures is the internal audit.
Maxim Goldarb mentioned that Defense Ministry had implemented the obligatory pre-monitoring of the riskiest operations preventing about UAH 70,000.000 unnecessary expenditures.
Only 10% of national auditors work within the Defense Ministry but they managed to prevent one third of all financial violations in Ukraine. They contributed to reimbursement of 54% losses.
According to Maxim Goldarb, the audit should become the main preventive form of any financial violations.
"Our priority is to prevent all the possibilities to steal the budget resources. We have some successes. For example, no material values purchasing or extra-property sales tender takes place without our audit," - told Maxim Goldarb.
The efficiency of this approach has been already praised by some suppliers of the Ministry of Defense of Ukraine.
