Creation of single state demographic register in Ukraine to significantly speed up its integration into EU, says Kost Bondarenko
Head of the Institute of Ukrainian Politics Kost Bondarenko has said he is confident that Ukraine should meet its commitments to the EU to get the visa-free regime.
"The creation in Ukraine of a single state demographic register will help our country meet its commitments to the European Union in terms of introducing in Ukraine documents with electronic data carriers in Ukraine, as well as speed up the process of the European integration of Ukraine," he said.
At the same time, in his opinion, the adoption of a bill on the single state demographic register should be linked to another bill on biometric documents in order to avoid duplicate work and unnecessary financial costs. The bill on the single state demographic register, which was registered in parliament on May 18, 2012 by MP Vasyl Hrytsak, contains a list of identity documents, among them biometric foreign passports and passport cards with electronic information carriers.
"The single state demographic register is extremely necessary, but it is necessary to avoid a situation when it is necessary to pay twice for the same process. Everyone will benefit from the combination of the two bills, in particular, society as a whole, the state, ordinary citizens, and the process of our European integration," Bondarenko said.
As reported, the bill on the single state demographic register was registered in parliament on May 18, 2012 and is currently undergoing all of the negotiation procedures for its submission to the Verkhovna Rada of Ukraine. The draft law envisages the creation of a national database and contains the legal and organizational aspects of the issuing of identity documents.
The bill foresees an exhaustive list of data that will be filed by Ukrainian citizens during the registration of documents. At the same time, the information that is not envisaged in the bill cannot be requested from citizens.
It is worth noting that the provisions of the bill on the single state demographic register comply with strict EU requirements for public information systems and are written in such a way that they exclude third-party access to the information contained in the register and its databases, which are the exclusive property of the state, rather than private entities.
According to the creator of the bill, MP Vasyl Hrytsak, the single state demographic register will be created on the basis of the most extensive database - the state information system for the registration of individuals and their documentation, the manager of which is the Interior Ministry.
"Today, there are separate lists of taxpayers, recipients of various benefits, holders of foreign passports, but there is no single system," the MP said in comments to the media.
