Healthcare reform in Ukraine could be realized from 2014, medical insurance introduced from 2015

Kyiv, August 8 (Interfax-Ukraine) – It is expected that the healthcare reform in Ukraine will be launched in 2014, Ukrainian Health Minister Oleksandr Anischenko has said.

He said at a press conference at Interfax-Ukraine on August 5 that in line with the law passed, from September 2011 pilot projects on the reform of the healthcare system in Vinnytsia, Dnipropetrovsk and Donetsk regions and Kyiv city would start in Ukraine.

He said that the results of the pilot projects will be analyzed in 2013 or early 2014, and taking into account the results, the reforms will start all over Ukraine.

Under the pilot projects, in Q1, 2012, primary care centers are to be created in the said regions, and emergency care centers – in the middle of 2012, while from H2, 2012, hospital centers for several districts will start functioning.

Anischenko said that the Health Ministry is drawing up a draft resolution to increase financing of emergency care from 2012. It is expected the price of one call out will be increased to UAH 40-60, while today it is UAH 5.

He also said that this year new ambulances will be bought for the four regions under a pilot project. UAH 200 million has been allocated for the purpose.

After the reform, from 20% to 30% of total financing will be spent on primary care, while at present is it 12%; up to 10% for emergency care and 65-70% for medical care.

The minister said that the ministry is composing a draft law on the introduction of state medical insurance. The minister expressed hope that the law will be passed in 2012 and social medical insurance will be introduced in 2015-2016.
